WHYCOS - World Hydrological Cycle Observing System - is a global programme, developed under the umbrella of WMO - World Meteorological Organization - in response to the scarcity or absence of accurate data and information accessible in real or near real time on freshwater resources in many parts of the world, particularly in the developing countries, caused by the deterioration of many observing networks and insufficient data management capabilities. WHYCOS's ultimate objective is to promote and facilitate the collection, analysis, exchange, dissemination and use of water-related information, using modern information technologies.
Following the general WHYCOS concept, CARAIBE-HYCOS's ultimate objective is to promote and facilitate the collection, analysis, exchange, dissemination and use of water-related information, using modern information technologies.
The project targets are the reinforcement of national capabilities in water resources assessment and the promotion on international cooperation (exchange of data, technology and expertise). On June 2007 WMO signed an agreement with IRD for supervising the project. The preparatory phase started by country consultation and is expected to be completed by October 2007. The first Steering Committee meeting is expected before the end of 2007.
Barbados, Cuba, Dominican Republic, French Antilles (Guadeloupe and Martinique), Haïti, Jamaica, Trinidad and Tobago are participating in CARAIBE-HYCOS.
The Regional Centre (PRC) is hosted by IRD - Institut de recherche pour le développement - Centre Martinique - Caraïbe. PRC will centralize data coming from the hydrological observatories network of the National Hydrological Services of the partner countries.
